I can understand why Hawkes Bay Regional Investment Company Director Christine Scott is riled because she was stood down as a commissioner for the Plan Change 5 hearings. I too would be annoyed at investing 50 hours of my time and have it wasted because of a perception. Plan Change 5 creates the big picture about water management in Hawkes Bay, including allowing water storage schemes as a water management tool. So as a director of the company proposing to invest $80 million dollars in the dam, why would any reasonable person have assumed there was no conflict of interest (perceived or otherwise) and appointed Director Scott to the hearings panel in the first place? We are only left to speculate on what has turned out to be a very naive decision made by the Hawkes Bay Regional Council.
